info needed about an Admin email

Every Administrative email I receive includes a metric called "System Load" like this:

   System Load: 0.36

Typical range is roughly 0.28 to 0.78.  Is this measured on a scale of 0.00-1.00, on a percentage scale, or in some other fashion?  To put it another way, is my firewall grossly over-powered?

I was unable to find info about this in the manual.

    it is from 0 to infinite, but if the first value
    in /proc/loadaverage is one, the firewall 
    interprets it as 100% CPU load. 
    In fact you will have sometimes an average load 
    of 2 or 3, but it wouln't be a problem if it
    isn't permanently.

    We are testing with some tuned heavy loaded ASL
    SMTP gateways - they are always at 0,95 without 
    any problem. 

    Running that at home saves you a lot of heating 
    costs
