qmail is stuck

I've tried restarting qmail several times, but mail is still stuck in the queue. How can I find out why it's stuck and get it working again?
"SMTP-Proxy" as stated below. Is that the local mail server for astaro? cause that's not where it should be delivering.
QMAIL Status:

messages in queue: 21
messages in queue but not yet preprocessed: 6

    We have observed the same phenomenon since version 2.0.
    Qmail will ultimately draw all the resources on CPU and make all the services very slow, if still functional.
    What is interesting is that the receipient on the other end is not actually receivng any e-mails.  In our case the receipient is a valid e-mail address but never get anything from the firewall domain.
    Can someone shed some light on what Astaro is trying to send outside?  Port scan alert?  System message?
    Also does anyone know if v3.0 still possess this problem?
