SCP w/ www.ssh.com Utility

When I try to use the SSH utility for Win32 from www.ssh.com  to scp files, I get an error stating that it could not open a secure file transfer session.  The SSH command line terminal window works fine but I cannot SCP.  WinSCP works OK but I'd like to use the www.ssh.com  program.  Does it have something to do with "loginuser"?  If so, is there a way to add root to the list of users permitted to SSH top the box?
