HTTPS and SSH only work from the outside if set to any!

I have an ASL 1.952 with three nics.

Internal
External
DMZ

My problem is that unless I allow access to "Any" for HTTPS and/or SSH I can not access the machine from the outside. I even tried allowing Internal, External and DMZ (not using "Any") thinking that I had the NICs mixed up and it still would not work. If I set them to allow access from Internal only and access the machine from an address on that subnet it works fine. Can anyone help with this?
