using scp with loginuser and root

Is it intentional that a login in as loginuser via ssh that I can not use scp to copy from Astaro to another server? I get command not found. However, when I go to the console and log in as root I can use scp.

as loginuser, type

/sbin/scp

to use it. or copy it over to /bin.

my bust I just assumed that scp would be in the path for loginuser. Guess that was kinda a dumb post on my part.

PS .. I'm really liking Astaro. My P120 is working just as a DNS proxy.
