[8.980][MYTH] Web Application firewall toggle disable-enable

While testing a fix for a bug with WAF I found another minor one.
If you hit disable, then wait say 10 sec and hit enable again.

WAF is not always restarted. Sometimes the previous shutdown is still in progress so a new start fails.

I hope I explained that right.

Well yes...

Open Live Log,
Hit disable...
*interface updated* ---> log show httpd is still shutting down!
Hit enable... --> live log shows failed due to httpd still running.

the actually stopping of WAF takes around 5-20 seconds for me, but the interface shows the enable button almost instantly.
