Ok, login as admin on your UTM9.
Go to; Management > Webadmin settings > Access Control
Here I create a new role with one member (user or group) and the rights are "Remote Access Manager"
Now, when I login on the admin page of the UTM, as the user who was granted the "Remote Access Manager" rights, I see all the options that the super admin sees too, SSL, PPTP, IPSEC etc. except for "HTML5 VPN Portal" and "Certificate Management" but I can understand that last one...
