we've narrowed down your issue and track this one with the given Mantis ID.
As a temporary workaround you need to make sure that every user has a valid e-mail address defined on your UTM at Definitions & Users » Users & Groups.

you are right. The issue occurred only with admin built-in account, that had not yet an email address. Now it works
