[8.960] IPv6 configuration

Scenario.
Existing IPv6 connection using freenet6. Connect new ISP with native IPv6 support. Disable Freenet6 Broker, but do not remove configuration.

Broker link goes down, but broker stays up. UTM continually tries to read the broker configuration file.

I have not tried removing the broker configuration yet. Haven't actually got traffic to go over the  new link yet. More experimentation tonight.
