Did you try a forced (Shift-) reload? We've occasionally seen caching problems with some browsers.

Don't forget to post the settings that you have used with your IE9.

With IE9, I've seen this when Compatibility View is enabled for WebAdmin.  Try disabling CV.

late but here is the answer.
ompatibility View was active for intranet-pages.
Login-box appears after disabling.
