[9.308-16] SMS Gateway is back!

    When it originally showed up for a short time in the 9.3 beta, I recall there was an option in hotspot authentication for SMS.

    I'm really not certain if this is back now by design or if it's a mistake in 9.308 making it visible in error.  Extremely unusual for a feature add (especially an untested one) in the middle of a code branch lifespan.  If this is the case, it'll disappear with 9.309.

    Is it actually working?  Anyone care to play with it?
