[9.260.][BUG] IPS disallows network groups as local networks

In the IDS/IPS configuration can not be used anymore network groups as "Local networks". Existing network groups from a 9.2 backup got stripped away.

The Mantis ID #33129 is now fixed. We are planning to release a fix for this issue in Version 9.260.
