[9.260][BUG] IPS exceptions with network groups as src or dst network not working anymore

IPS exceptions containing skips "coming from" and/or "going to" cannot use anymore network groups.

Editing / enabling or disabling existing, from 9.2 backup imported rules throw following error:
"Cannot set exception: requests rule set is empty."

Trying to create a new rule containing network groups in "coming from" and/or "going to" throws following error:
"Cannot set exception: requests rule set is empty."
