[9.201-23] Web Filtering policy not kicking in

Allowed networks:
192.168.60.x

Operation mode:
Transparent mode

Default Authentication:
Active Directory SSO

Base Policy
Block all web

Web filtering Policy
#1 Allow user to access job search websites
Filter action - Block all websites but allow job search category

Base on the logs and policy test, the user is blocked by the base policy and apparently the web filtering policy is not kicking in.
User is in 192.168.60.x range. 

What am I missing out? Been figuring out for the past 2 days.

    Also check the web filter if the user on the IP is " " then it may be an issue with the browser. we had issues with chrome on and off, firefox etc. all pending on which OS and whether u r using NTLM or Kerberos for SSO. I am no expert at all in this field but have just punched my way thru some UTM walls to make it work [[:)]]

    I initially had issues with the base policy being 'default allow all' if the user was " " then it just allowed it through the base policy. Keep an eye on your logs and recheck all your groups in the UTM [[:)]]
