[9.192-8][BUG] In 9.191 (or at least the last created) web profile before update fail

A few days before 9.192 update I added an additional "GuestNET" web profile in 9.191, which worked fine. After update the web profile is disappeared in Webadmin and doesn't work anymore (Fallback to Default Profile). 

Trying to recreate the profile with the same Name gives a

"The web filtering profile object with the name 'GuestNET' already exists."

    This is a side effect of the fix for profile order not being saved.  We fixed the code but did not update data.  Anyone who created a profile in 9.191 (and maybe 9.190) it might not show up in 9.192.

    We will do a data migration to make them appear in 9.193.

    In the meantime, these ones that do not appear in the UI also are not applied to traffic.

    You can recreate by hand if you want.  Alternately a little bit of confd command line should make them appear - I don't have steps but we can work them out if people need them.
