The feature list didn't mentioned the cool QR codes, which can now be printed on the hotspot voucher.

What does the QR code do when scanned on a smartphone?

Even if it has the URL of the Portal, one would still need to (manually) choose to connect to the hotspot AP first, right?

You just have to connect to the wifi network, which SSID is printed on the voucher too.
Then scan the QR code and the passcode will be directly given to the hotspot portal and authenticate the user.
