[9.165][DUPE] Client authentication cannot use more than 0 user and group networks

Hi All
I built a new Virtual machine to test out 9.2.
I imported my existing working config into the blank new build. All OK.
I went to install the new Beta License Key and I get the following :-
Client authentication cannot use more than 0 user and group networks at the same time.

The Key will not import.

Also ATP will not enable and reports the same error.
Actually I'm getting this error all over the place.
