Even though advanced threat protection has now been disabled, devices that it had reported as false positives, basically all our blackberry 10 devices, are still blocked from internet over wifi. How do we unblock these?
at the moment I couldn't really reproduce your issue but try to disable sid 25521 in ips.

Tried that already, but due to the "Client authentication cannot use more than 0 user and group networks at the same time" error bug, it will not let me save the disabling of the rule.

Please disable Client Authentication, and then you can save your settings.
With the newest ipsbundle 9.108 the SID is not longer part of ATP but it can still be activated with IPS. As far as I know this SID is a warn only rule and should not block traffic.
Can you please check which pattern file you have installed? rpm -qa | grep ipsbundle
