[9.165][DUPE] Can't activate Client Authentication

If Botnet Control and/or IPS is active I get the following error, when I try to enable Client Authentication:

Client authentication cannot use more than 0 user and group networks at the same time. 

Also if client Authentication is already active I get this error when I try to activate Botnet Control and/or IPS.

    Are you able to activate it when you disable those? I can't even when disable them. Mine was an upgrade with it already enabled. When it is enabled I was unable to create any new rules most everywhere. I disabled the client auth and than was able to add new and modify existing. I can no longer turn client auth on. Guess wait for the next update.
