[9.100][ANSWERED] Country Blocking Exceptions still blocking host

Hi All,
I configured to block All Countries except for 2 countries. When I make in Country Blocking Exceptions a rule to allow from a particular country a single host it still says: "Country Blocked" in the (live) log. I set it as following Country Blocking Exceptions:
Country->For all request [coming from these Hosts/Networks]-> the "host"-> services: ANY.

Is this not the to setup this exception for 1 host on a certain country?
