Various fixes all over the place but nothing really stands out (as it should be at this point).

- [21494] ips report for pdf and csv is incorrect
- [21857] Reporting: in the Top Applications by Client PDF export the total column is displayed twice
- [21861] Application Control Reporting: incorrect data in the exported pdf/xls
- [21957] If DHCP Range is big dhcpd dies and gets continously restarted while dying again, etc
- [24829] [UBB][9.080] WiFi: Captive portal blocks all traffic on all interfaces
