[9.080][BUG] No "User Preferences" in Webadminsettings if not "Admin"

Hi there,

i saw that i don't have the tab "User Preferences" in Webadmin Settings if i'm not User "admin"

have a look at the attached screenshots. Is that a bug or are these settings as user somwhere else?
