The User Preferences tab is not available for remote users (eg users authenticated using edir, active dir and so on). If you enable the option Def and Users-> Authentication Servers -> Create users automatically, the mentioned tab should be displayed. So by the way, are you using a remote user/what kind of auth server? [:D]
