you have a range / 24 ips assignment, however the dhcp server has no more available ips and the lease time is set for 7 or 30 days.
you no longer have free ips (Astaro also does not report the total / used / free in dhcp). and you need to release new ips for new users ... this must be done manually? via ssh and dhcp changing the file manually? erasing the ips that are "garbage" ...
I think a button to delete an ip assigned by dhcp should be easy to implement and many users would appreciate for this feature.
