[9.065][BUG] IPS Exception rules not being processed

Hi All
I just noticed that since v9.1 beta that some of the IPS Excepttion rules not being processed.
I have an exception rule from one network to a host on another network (Both internal to the firewall) and this rule is not working.

If further information is required, I can post screen shots and log files.
