[9.065][BUG] Terms of use

Hello , 

if you change  web protection>>web filering>> Authentication Mode: from none to browser

if you use only user name and passwd and did not select select  (did not check box )term of use it give error file not found it should give message pleae select term of use 1st 

if you configure for agent and try to browse it give error in browser   Authentication Failed  (not download agent ) just configure
