Hearbeat is a feature that you can enable on firewall rule, so you can require vpn users to comply with HB otherwise they dot have access. Reverse proxy does not have HB (at the moment) so no restriction can be done.
As I understand the HB is intercepted by firewall if endpoint has gateway set to firewall internal ip. If VPN users connect there will be no HB passing the firewall (split tunnel), so rule with HB settings will block every VPN user, because HB will not be established....I am not sure if I get this right[:)]
