[FEATURE REQUEST] Serial Activation needs Internet Access

Hi,

the serial activation needs Internet access. 

This should be possible without Internet Access. 
Example: 
Internet Access is pppoe.
Firewall is used Internal without Internet Access
Firewall has no Internet Access now
