Only one client can connect to L2TP/IPSEC server

I have several android tablets at a remote location that I'm trying to connect through an L2TP/IPSEC VPN with PSK. I can connect one device with no problem. Once that device is connected no other device will connect even if the original device isn't connected. If I reboot the server I am able to connected a new device but the problem persist with only once device being allowed to connect. I have made changes to the address pool and I'm now using my local DHCP server. Here's a output of the log file started with the end of the accepted connection to attempting a new connection.

    Thanks for your help but I'm still having problems. I can connect one client at a time through a NATed network. I have to Disable/Enable the L2TP/IPSEC service to connect another device. I have tested this on the original client side which was just a Clear Wireless AP, a Cisco ASA 5505 at my house, a Juniper SSG5 at work. I can connect three devices at once but as soon as I try to connect another device at the same location I get the same messages from above. Is there anything on the Astaro side that would only allow one connection from a NATed network at a time?
