1. Set the default Network Policy Rule to drop.
2. Create one more rule to allow DNS service on top of it.
3. Create user Policy rules with required Users/Group with Application and web filter action.
With above settings unauthenticated users will be redirected to Captive Portal. Hope this helps .

In my opinion this step is not necessary for clients that are using internal DNS servers (domain controllers) or UTM IP address in DNS settings. Only DC's should be allowed for DNS resolution.
