could you please elaborate on what you mean with "separate SSID"?

Naturally a client intending to roam would first try to find the same SSID it is connected to on a different AP before trying different SSIDs. Not sure if this is happening in your specific setup.

what I mean is a separate wireless network bridged to a VLAN for my voip. Data and guests has also their own networks (ssid´s) data also bridged to a vlan und guests to a separate zone.

How does your channel setup look like (which channels are used by the APs you're testing with)?

Yes, you are right.
I use the channels 1, 6 and 11 for 2,4Ghz and 36, 40 and 48 for 5Ghz. 
On the phone I configured to use only this channels.
For the AP´s I configured ssid groups.
For better understanding I attached some screenshots.

Under the assumption that the Cisco phone hasn't any scan results cached it would have to scan 3 2,4 Ghz channels and 3 5Ghz channel resulting in a airtime of approximately 3*30ms + 3*100ms = 330ms which could explain your 0,5 delay. However, this is just an assumption right now ...

For networks with separated zones we use WPA-PSK, for networks with VLAN mapping we use WPA-EAP (with a Cisco ACS as radius)

Yes. The phone also have an separate user for connecting to the radius.

A typical EAP authentication of a wireless client can easily take around 500ms (depending on the network setup, the RADIUS server load etc.). However, there are mechanisms to decrease the roaming delay introduced by EAP authentications.

Browsing through some Cisco documents suggests that the Cisco 7920/7921 and 7925 seem to only support CCKM in order to reduce EAP-related roaming delays. Unfortunately, the CCKM protocols are proprietary and hence no specification is publicly available. This could explain the delay you're experiencing.

Could you please check your device configuration if you find anything regarding "EAP preauthentication" just to be sure?

And it would be also interesting to see if you can get shorter delays when using WPA-PSK as authentication method. Would you mind to try that as well?

I searched the phone options, but there is nothing to configure in this way.
So now I will make some checks with WPA-PSK config.

Hmm, that was unexpected. Was this also on a VLAN tagged SSID or on a separate zone?

It is an VLAN tagged SSID. For voice I only have this network.
