Does the Application Control Rules list get updated?
If so... How often?
Is it possible to see when new rules are added/updated? So I know if I could block/log them?
Is there a public wishlist for App. Control Rules?

1)  Yes, occasionally new application definitions will be added, either in u2d packages or possibly pattern updates.
2)  The isn't a regular schedule.  Basically as needed.
3)  If new rules are added in an u2d package, there should be some mention in the release notes.
4)  Currently the best way to request new App Control definitions would be through the feature request site Astaro Gateway Feature Requests.
