And how can i stop asg to re download local database.

Set http sc_local_db to none and the local content filter database will no longer be used or downloaded.

Till this feature is integrated in webadmin, you will have to live with command line. The local content database settings are stored in your backup file so when you restore the backup, the database starts downloading by itself. I found it weird also the first time I saw it happen. 

Probably a good idea to have a backup ready with no content database if possible. I really don't know if you download the database and then set it to none, and then re-enable the local database again within few minutes, if it downloads everything again or not.

Assuming you have down a fresh install from ISO to 8.2 then yes, the database will download again.
An up2date to 8.20 did not cause the database to download again. None of the up2dates caused the database to download, but a fresh install always.

 I did nothing, i was running v8.174 and i just update 8.2. as asg restart after update, asg was showing traffic on dashboard, when i saw server detail, it was astaro server. so when i saw local db via ssh, that was 10-12mb, and asg was downloading local db again, you can see in attachment. It is bug...??? i am using disk option.

If it is only 12-18mb then it is more than likely an update to one of the many databases on an ASG, the full http database is around 300mb.

I note that you asked about webbrowsing while waiting for the http database to download, I found very early on that was an issue and raised it as a bug, that was declared not a bug.

No it is lacal db download data, because it start with 1-2mb and it was going up. it is showing 11-12mb, because i take screen shot on 11-12mb and i did a trick, i put local bd in MEM and restart asg, because i was not aware at time how to stop it, because at the time of local db download, browsing goes stop and proxy shows nil.
