[8.165][BUG][FIXED] User portal Customisation

Hi All

As I have Home User License I shouldn't have access to customize the "Welcome message" but I am able to do so!

    it seems that ever if I am able to make changes and save, the setting will reset to the default value when you leave the specific page. 

    For example, I;'ve tried to remove "LICENSED FOR HOME USE ONLY, NOT FOR BUSINESS USE." and saved it. After logging to the user portal I've noticed that the message was still there
