[8.164][FEATURE][CLOSED] QoS accepts only integer value for bandwidth

Hi All

I am not able to define decimal places on my Q0S configuration. What I am trying to achieve is guarentee 10% of my total bandwidth for Bulk Class but I am getting an error that the value is not within the accepted limits. Please see image
