[8.164][BUG][FIXED] Webadmin "block password guessing" cosmetic

Hi All

when trying to change the number of attemps for the "blocking password guessing", the system allows you to enter "0" attempts and save (you should get a error that this is not possible. However, if you change tab and go back to the previous tab then the number of attempts defaults to 3(This is regardless of the valueyou have. )

Example: If I set value to 1 and save and then set it to 0 and save(after changing tabs ) the valus will auto default to 3 again!

PS this also happens with "block access for x seconds "
