[8.164][BUG][OPEN] Deploying RED using deployment helper does not create QoS Interface

Basically when using the new Deployment helper for RED the IP interface gets created automatically but the QoS Interface is missing.

After deleting the IP interface and manually re-creating it the QoS interface is created.
