[8.162][BUG][OPEN] Web Security Report error

While viewing the web security reports, one of the pages didn't show.  I found this logged in configuration log:

    It took me a while, but I was able to reproduce it in 8.163.

    I selected URL under available reports, added a filter for "Action: Blocked".  If I click on any of the entries, it will give the same error (Included at bottom), and only show results under Categories in the popup window.  The users view is empty.

    I have a fresh install from 8.163 iso and I get the same error when following the instructions posted by jcmedia. I just clicked on the links highlighted in yellow. The error pops up when you click the link shown in screenshot5.
