[8.162][BUG][FIXED] First QoS limit is applied to all other bandwidth pools

Hi, Qos throttling is applied depending on the position of the rules. But rule 2 will get the upper limit of rule1 no matter the specified upper limit of rule2 is.

Pretty simple setup.
1. Setup application qos for a single IP (screenshot1)
2. Setup application qos for all http traffic (screenshot2)
3. RULE 1: Allocate bandwidth pool with some lower limit and specify upper limit for single IP (screenshot3)
4. RULE 2: Allocate bandwith pool with no upper limit for all IPs(screenshot4)
5. Test from a PC that is not specified in rule1. Speed test and the bandwidth will be throttled to the upper limit specified for the single host in the first rule. Screenshot5.

You're correct; traffic selectors were written in random order instead of what was configured in the frontend.
Furthermore application selectors did override port-based traffic selectors.
