[8.161][NOTABUG][CLOSED] Network Visibility Skiplist message

Hi All

The relevant message can't be informative if a user doesn't add a network.In most relevant entry boxes (enter network to allow/except from something) you get a warning if you dont input anything. we should change that to an error message

No. Just consider the situation where you don't want to skip anything, ie. remove everything from the list.
