[8.161][BUG][CLOSED] Weighted Balancing broken behavior for uplink balancing

I like the way the weighted balancing is setup for server load balancing (screenshots 2 and 3). You don't get a wrench icon to change the weights till everything is setup. On the other hand in uplink balancing, the wrench is available without enabling the uplink interfaces and you can even change the values of persistence timeout without giving weight to the interfaces (Screenshot 1)
