There's been a general agreement between UI designers to add an ellipsis (these "..." extra dots you mentioned) to those UI elements that do not perform immediate action, but instead require additional input.

The most obvious example is the famous "File -> Save" and "File -> Save as..." distinction in nearly every document oriented program. Since you need to supply a filename in the latter case, it is marked with the "exta dots".
