In my case that was due to the fact that i tried to enable the WAF without activating any virtual servers. Maybe you have to login into the ASG and look at the confd-debug.log file to find out what really goes wrong.
In WAF I can create and save a profile even though the global tab is disabled, see attached screen shot. If I try the same thing in web security all the tabs are grayed out and not accessible.

yeah, that's a little bit ugly, and it's a totally different behavior compared to the other sections. Technically, it doesn't make a difference, though.
I remember that i talked with one of the WAF developers and he had a reason why he did it this way - but i do not remember exactly what it was...
Also I am not licenced to use WAF
That's what i meant with my above post. The WAF licenses are coming next week. In 7.910 there is no code to check for a WAF license, so you can use it without having any WAF licenses.
