I also get "websurfing blackouts" on a regular basis. Not completly sure if it's the up2date or what, but websurfing suddenly stops from time to time, and then it works again, even though ping works fine at the same time, so I think it's the proxy. What more info can I provide? Let me know
My problem also affects webadmin, which becomes unavailable, the same as the webpages i'm surfing at when it happens
