Why? Various reasons. The most obvious is support for optimized drivers.
At present paravirt_ops is available for x86_32, x86_64 and ia64 architectures.
Xen pv_ops (domU) support has been in mainline Linux since 2.6.23, and is the basis of all on-going Linux/Xen development.

And domU is all you need ...
Maybe it's all YOU need, but maybe other customers want to run multiple ASGs on our hardware too. This is something we have to consider.
