Hello friends !

i am not able to download .cgi file from vnc site even cgi extension is there
giving error with extension blocking

my magic powers tell me that the [FONT="Courier New"].cgi[/FONT] is just doing a redirect, and the file that you are redirected to is blocked. ;-)

take a look at your proxy logfile, please.
