other fixes for issues reported internally:
- 11834 Reporting -> Settings -> Exceptions -> Network Security does not accept IPv6
- 12042 Missing values in afc.log
- 12185 up2date not working with parent proxy
- 12200 Can't enable logging to remote syslog server
- 12209 Restoring backup file with webadmin->language=german breaks WebAdmin
- 12214 Can't create PF-Rule with user network or network group
- 12218 Some texts in boot screen not readable
