[7.850][BUG][OPEN] HTTP proxy and audio streaming

Hi,
audio streaming continues to go straight through the http proxy ignoring all rules/filters and time periods.

This is a hangover from 7.5xx

AFAICT this is by design if "Web Security -> HTTP/S -> Advanced -> Streaming settings -> Bypass content scanning for streaming content" is enabled (which is the case by default) but I may be wrong.
