Wow! That does seem unexpected. Have you tried adding 'Internal (Address)' to 'Allowed Networks' in WebAdmin settings? If that works, then I think you have found a bug.

Currently under WebAdmin Settings >Access Control > allowed networks i have set any network, so all networks should be able to access the webadmin pages.
Unfortunally that didn't solve the problem [:(]
