[7.490][BUG][CONFIRMED] HA reported as functional with only 1 node!

Hi all,

today I restarted one of my ASG boxes. It is in a HA configuration with another box, but the 2nd box was powered off. After the first box restarted, I received an email: "The High Availability System is active and fully functional.", while the 2nd box was STILL powered off! When I looked at the dashboard and the HA config, there was only 1 node listed - doesn't really qualify as a failover setup!

PS: Here's the content of the email. It doesn't state how many nodes are active, that would have been helpful. From this mail, any admin would expect things to be perfectly fine!

The High Availability System is active and fully functional.

* The HA System has been successfully initiated for the first time.
* All HA nodes have returned into Active state again
  - after they had been Unlinked or
  - after they had been Dead and a reboot was forced or
  - after an Up2Date process has been successfully finished.
